Abstract:
Building a culture of collaborative online compliance of West African universities in implementing computer based test for quality instructional evaluation in schools forms the bed rock for strategic possibilities of utilizing opportunities for repositioning Higher education and overcoming challenges in the 21st Century teaching and learning using reflective exercises to build administrative effectiveness of West African universities.
